RQIA Registered Care: Choosing Home Care in Belfast

Choosing the right home care starts with understanding who provides it, how they are regulated and what good support should look like day to day.
Choosing the right home care starts with understanding who provides it, how they are regulated and what good support should look like day to day.

When you start looking for home care for yourself or someone you love, you will probably come across the words RQIA registered.

It is an important thing to check, but it is not always obvious what registration means or what families should look for next.

In Northern Ireland, domiciliary care services must be registered with the Regulation and Quality Improvement Authority, better known as RQIA.

Checking a provider’s registration is a good place to start when comparing care.

What does RQIA registered mean?

An RQIA registered domiciliary care provider is a home care service registered with Northern Ireland's independent health and social care regulator. RQIA registers and inspects regulated services and checks whether they meet the regulations and minimum standards that apply to the type of care they provide.

For domiciliary care agencies, registration is a legal requirement.

GOV.UK guidance for Northern Ireland states that anyone operating a domiciliary care service must be registered with RQIA and comply with the Domiciliary Care Agencies Regulations and the relevant minimum standards.

For families, that means registration should be one of the first things you check when considering professional home care.

How can you check if a provider is RQIA registered?

You do not have to rely on a care provider telling you that they are registered, you can check this yourself.

  1. Visit the official RQIA register of services.

  2. Search for the care provider by name.

  3. Check that the relevant service is listed.

  4. Visit the RQIA inspection search and search for the provider.

  5. Read any available reports and check whether areas for improvement were identified.

RQIA's online inspection database includes reports for registered services from April 2024 onwards, including domiciliary care agencies.

If you want to see an inspection that took place before that date, RQIA advises contacting them directly to request a copy.

For a family comparing home care in Belfast, these checks can give you useful background before you even pick up the phone to a provider.

What does RQIA look at in domiciliary care?

RQIA does more than keep a list of registered agencies.

Its role includes monitoring and inspecting regulated health and social care services against the standards expected in Northern Ireland.

The Department of Health's Domiciliary Care Agencies Minimum Standards cover areas including how a service is managed, staffing, training, care planning, communication and the support provided to people using the service.

The current Domiciliary Care Agencies Minimum Standards were updated in May 2026.

RQIA inspection guidance also covers areas such as recruitment, induction, staff training, supervision, professional registration and whether the service has enough appropriately skilled staff to meet people's needs.

For families, this means the provider is independently regulated and expected to meet Northern Ireland’s care standards.

What can an RQIA inspection report tell you?

An inspection report can give you a useful view of how a service was operating when RQIA carried out its inspection.

The report explains what inspectors looked at, what they found and whether any action was required.

Where improvements are needed, RQIA may include a Quality Improvement Plan, setting out areas where the provider needs to improve its compliance with regulations or standards.

It is worth reading the report rather than simply checking that one exists.

Look at what inspectors say about areas such as staffing, care records, training, management and feedback from people using the service.

An inspection report does have limits. RQIA explains that a report reflects the areas reviewed during that particular inspection. It should not be treated as a complete picture of every strength or weakness within the service.

That is why the report works best alongside your own questions to the provider.

What should you ask beyond RQIA registration?

Being RQIA registered is important, but two registered domiciliary care providers can still deliver care very differently.

Once you have checked the regulatory side, think about how the service will actually work for the person receiving it.

Ask how long care visits last and whether the same care assistants are likely to return regularly.

Find out how the provider creates and reviews a personalised care plan, how families are kept informed and who you should contact if something changes.

It is also worth asking how the service responds if someone's needs increase over time.

A provider should be able to explain how its staff are trained and supported, what its complaints process looks like, what fees apply where relevant and how care will be arranged around the individual's needs.

Most importantly, ask how they get to know the person. Families often want to know whether a care assistant will understand someone's normal routine, notice when something seems different and respect the way they are used to living their life.

What personalised home care can look like

Our approach to domiciliary care in Belfast and Northern Ireland starts with understanding the individual.

Depending on the person's needs, care may include support with personal care, meals, medication, mobility, companionship and everyday routines.

The care plan should also take account of what the person wants to continue doing for themselves.

For one person, that might mean a little help getting ready in the morning while they continue preparing their own breakfast. For someone else, companionship or support getting out may be just as important as practical care.

The details will be different for everyone.

How regulation fits into care at Unique

Unique Home Care NI is an RQIA registered home care provider supporting people across Belfast, County Down and surrounding areas.

Debbie Walton founded Unique in 2017 after 28 years working in care.

Over those years, she had seen how easily care could become focused on completing tasks when staff did not have enough time to properly get to know the person.

Our approach gives care staff time to understand someone's routine, preferences and the smaller things that matter to them. You can read more about Debbie Walton and why she founded Unique Home Care NI.

For us, meeting the standards expected of an RQIA registered provider is an essential part of delivering care. However the day-to-day experience matters too, from who arrives at the door to whether someone feels listened to, comfortable and involved in their own care.

Choosing RQIA registered home care in Belfast

Choosing home care can feel like a big decision, particularly if your family has never arranged care before.

Start by checking that the provider is RQIA registered. Look at the available inspection information and ask the provider to explain clearly how its service works.

Then think about the person who will receive the care.

Will the service fit their routine? Will they have enough time with their care assistant? How will the provider keep you informed? What happens if their needs change?

A good conversation with a provider should leave you with a much clearer idea of what care will look like in practice.

If you are comparing options, you can find out more about our home care services or contact Unique Home Care NI to talk through the support you or someone you love may need.
